Job Description:
Salary Range: $3,031.64 - $4,479.11 Bi-weekly / $78,822.64 -
$116,456.86 Annually Reports To: Community Services Supervisor New
hires with no prior Regional Center work experience will start at
the very beginning of the salary scale. The Regional Center of the
East Bay (RCEB) is one of 21 Regional Centers that are
community-based, private non-profit corporations under contract
with the California Department of Developmental Services. RCEB
provides intake, assessment, diagnosis, and coordinates
community-based services for over 25,000 children and adults with
developmental disabilities in Alameda and Contra Costa counties.
RCEB envisions a future where persons with developmental
disabilities are truly a part of the community. Persons with
developmental disabilities receive supports and services they need
to succeed. The supports and services change as the need changes.
In our dream, children with developmental disabilities live with
families in typical communities. Many choose to attend their
neighborhood schools and play with neighborhood friends. Adults
with developmental disabilities live in the residence of their
choice – with family members, with friends, or with their spouse /
significant other. They engage in activities of their choice –
work, volunteering, education, training, or leisure. They have
meaningful relationships with friends and coworkers and are seen as
valuable, contributing members of their communities. DUTIES: Under
general direction, plan and coordinate Agency resource/program
development activities. Duties may include, but are not limited to:
Plan and initiate the development of needed programs and services.
Coordinate Vendorization activities including review and approval
of vendor applications and program designs. Inform Regional Center
staff of new resources and provide technical assistance when needed
regarding vendored services. Develop requests for proposals for new
services as needed, including those identified and approved for
funding by the Department of Developmental Services (DDS). Provide
technical assistance to, monitor contract progress of, and prepare
periodic reports to RCEB management and DDS. Coordinate the
negotiation of program expansion requests by current vendors.
Prepare and/or participate in the development of Memorandums of
Understanding, contracts and other agreements with generic service
agencies and other service providers. Coordinate and provide
relevant trainings on new services to Regional Center staff,
service providers/vendors, and the community. Participate in vendor
orientation activities. Report to management team fiscal impact of
program development, program expansion, and provider rate changes.
Perform other related duties as assigned. MINIMUM QUALIFICATIONS:
Master’s degree in a human services field with two years paid
experience as a Case Manager supporting people with intellectual
and developmental disabilities (or) Bachelor’s degree in human
services with four years paid experience as a Case Manager
supporting people with intellectual and developmental disabilities.
(or) Bachelor’s degree in human services with four years paid
experience managing a program proving supports to people with IDD.
Knowledge of Title 17 regulations as it relates to resource
development. Excellent organizational skills and ability to develop
a course of action with follow through within timeframes. Ability
to communicate clearly and concisely in both verbal and written
form. Training and experience in the development of program and
grant proposals is preferred. Familiarity in working with spread
sheets, database, and word processing programs. Automobile and
valid driver’s license. Have an understanding of Person Centered
Thinking. Demonstrate cultural awareness and sensitivity and an
ability to work effectively with culturally diverse populations.
